Traci Kodeck oversees a range of programs at HealthCare Access Maryland. Kodeck has been with HCAM since July 2000, originally serving as an Ombudsman/Perinatal Liaison helping pregnant and postpartum women navigate the complex Medicaid system. Over the past 14 years, she served as Director of Maternal and Child Health Programs and then Chief of Program Operations before being promoted to Vice President of Programs in January 2011. Kodeck served for two years in the United States Peace Corps in the Eastern Caribbean as a community development worker, educating parents and teachers in a local pre-school. She earned her bachelor’s degree in Community and Family Studies from the University of Delaware. She completed her Master’s in Public Health at the University of Arizona in Tucson, where she focused on Health Education/Promotion with a concentration in Maternal and Child Health.

Bret Minarik oversees the finance and information technology services at HealthCare Access Maryland. He brings extensive senior leadership experience in healthcare financial management.  Before joining HCAM, Bret worked as the Director of Financial Planning and CFO for Chase Brexton Health Services where he led the billing, general accounting, budgeting, accounts payable, grants management and investments for a safety net provider in the Greater Baltimore Metropolitan area.  He also worked as the Controller for Maryland Physicians Care (Medicaid MCO) and Director of Financial Reporting for APS Health Care (a managed behavioral health plan).  Bret is a CPA and earned his bachelor’s degree from the University Of Maryland Baltimore County.

Lynell Medley currently oversees our Behavioral Health Outreach Program, Population Health and our Care Coordination Program at HealthCare Access Maryland. Ms. Medley has been with HCAM since inception, originally serving as a Nurse Ombudsman assisting clients with medically complex care needs navigate the Medicaid system. Over the past 18 years, she has served as Co-Director of the Consumer Ombudsman and Assistance Program and Director of Medicaid Outreach Programs overseeing the Care Coordination Program, one of HCAM's legacy programs. She is originally from  Kingston, New York and she received her Bachelor’s of Science in Nursing from Russell Sage College in Troy, New York.

Kimberly brings over fifteen years of experience in human resources to her consulting work. She has worked in a variety of industries including technology/software development, real estate/property management, staffing, and the non-profit sector.  Kimberly uses her strong knowledge and business experience to help organizations align their human resources priorities and programs with their overall business strategy. Kimberly works with leadership teams on initiatives such as development and implementation of effective recruitment and retention strategies, benefits design, performance management systems, employee communication programs, and change management strategies. Kimberly is experienced in ensuring organizational compliance with federal, state and local regulations concerning all leave policies, IRS regulations affecting benefit plans, programs and services and other areas of employment. She is also able to manage State and Federal reporting requirements for all HR related matters including EEO-1, Form 5500, VETS-100 and other state/local/federal regulations/filings. Kimberly has earned dual certification in Human Resources from the Human Resources Certification Institute (HRCI) and the Society for Human Resources Management (SHRM) and studied Human Resources at the University of Maryland, University College.
