Traci Kodeck has been with HCAM since 2000, originally serving as an Ombudsman/Perinatal Liaison helping pregnant and postpartum women navigate the complex Medicaid system. Traci came on board as interim CEO in December 2015 and was unanimously appointed by the Board of Directors after a national search. Over the past 17 years, she served as Director of Maternal and Child Health Programs and then Chief of Program Operations before being promoted to Vice President of Programs in January 2011. Kodeck served for two years in the United States Peace Corps in the Eastern Caribbean as a community development worker, educating parents and teachers in a local pre-school. She earned her bachelor’s degree in Community and Family Studies from the University of Delaware. She completed her Master's in Public Health at the University of Arizona in Tucson, AZ, where she focused on Health Education/Promotion with a concentration in Maternal and Child Health. In 2018, Traci received the University of Arizona Alumna of the year award from the School of Public Health and in 2019 was named one of The Daily Record's Top 100 Women. Traci is a Towson resident and lives with her five year old daughter and partner, Dr. Rob Atlas.

Bret Minarik oversees the finance and information technology services at HealthCare Access Maryland. He brings extensive senior leadership experience in healthcare financial management. Before joining HCAM, Bret worked as the Director of Financial Planning and CFO for Chase Brexton Health Services where he led the billing, general accounting, budgeting, accounts payable, grants management, and investments for a safety net provider in the Greater Baltimore Metropolitan area. He also worked as the Controller for Maryland Physicians Care (Medicaid MCO) and Director of Financial Reporting for APS Health Care (a managed behavioral health plan). Bret is a CPA and earned his bachelor's degree from the University Of Maryland Baltimore County.

Lynell Medley currently oversees our Behavioral Health Outreach Program, Population Health, and our Care Coordination Program at HealthCare Access Maryland. Ms. Medley has been with HCAM since inception, originally serving as a Nurse Ombudsman assisting clients with medically complex care needs as they navigate the Medicaid system. Over the past 18 years, she has served as Co-Director of the Consumer Ombudsman and Assistance Program and Director of Medicaid Outreach Programs overseeing the Care Coordination Program, one of HCAM's legacy programs. She is originally from  Kingston, New York and she received her Bachelor’s of Science in Nursing from Russell Sage College in Troy, New York.

Elsie Goodwin currently oversees the day-to-day operations for HealthCare Access Maryland’s (HCAM) multi-region footprint across the state of Maryland in direct support of 200+ employees to include establishing strategic goals, risk management, organizational project management, employee training/employee morale initiatives, contract/vendor management, and implementing organizational policies. Over the past 17 years, she has honed her knowledge and skills in such disciplines as operations management, project management, human resources, and accounting while serving in key leadership roles in both the non-profit and government contracting sectors. Elsie rejoined the agency in the spring of 2016 as a member of the executive leadership team.  She previously worked for the agency from 2002-2008 during the earlier Baltimore HealthCare Access, Inc. years, before the agency rebranded in 2011 as HealthCare Access Maryland, Inc. Elsie has previously worked for organizations such as Raytheon and Booz Allen Hamilton where she experienced great success and upward mobility. Elsie’s work has been recognized through numerous honors and awards. In 2017, she was featured as a senior leader on behalf of HCAM in a published article featured in the Huffington Post as part of a “Storytelling for Nonprofits” series, in addition to being recognized in 2018 by her peers as the recipient of a Core Service Value of Unwavering Commitment Award, and in 2019 Elsie was awarded the Healthcare Council of the National Capital Area as HealthCare Access Maryland’s 2018 Employee of the Year.

Elsie is a proud Maryland native who resides in Baltimore County with her son and daughter.  She received her associate’s and bachelor’s degree in Business Administration with a concentration in Management from Strayer University, White Marsh, MD. She prides herself on being an essential leader to her family, her community, and in her career. Elsie believes everyone has the capacity to be an essential leader when demonstrating attributes such as empathy, honesty, transparency, advocacy, integrity, and accountability in all areas of life. She’s honored to be in a position to serve her HCAM family and the surrounding community.
