HealthCare Access Maryland’s (HCAM) Eligibility Department serves as the Medicaid Unit for the Baltimore City Health Department to assist consumers with applying for Medicaid health coverage. This program serves as one of our legacy programs and has been assisting consumers with navigating health insurance enrollment, reapplications and selecting a Managed Care Organization (MCO) since 1997. HCAM’s offices also support walk-in client services to over 10,000 consumers per year.
In 2018, HCAM established a Parole and Probation Eligibility program, which bolstered our efforts to reach vulnerable citizens. The program has four sites across Baltimore City to assist consumers with health insurance enrollment.
In fiscal year 2020, Medicaid enrollment services reached:

- 4,167 Children
- 4,045 Newborns
