Traci Kodeck, MPH
Traci Kodeck has been with HCAM since 2000, originally serving as an Ombudsman/Perinatal Liaison helping pregnant and postpartum women navigate the complex Medicaid system. Traci came on board as interim CEO in December 2015 and was unanimously appointed by the Board of Directors after a national search. Over the past 23 years, she served as Director of Maternal and Child Health Programs and then Chief of Program Operations before being promoted to Vice President of Programs in January 2011. Traci served for two years in the United States Peace Corps in the Eastern Caribbean as a community development worker, educating parents and teachers in a local pre-school. She earned her bachelor’s degree in Community and Family Studies from the University of Delaware. She completed her Master’s in Public Health at the University of Arizona in Tucson, AZ, where she focused on Health Education/Promotion with a concentration in Maternal and Child Health. In 2018, Traci received the University of Arizona Alumna of the year award from the School of Public Health and in 2019 and 2021 was named one of The Daily Record’s Top 100 Women. Committed to health equity, Traci created HCAMs first Director, Training, Equity and Inclusion position.
Although she spent over a decade living in the city, Traci lives with her daughter, Zola, in Towson.
Fun Fact: Traci is working on visiting all 50 states with her daughter while she has enjoyed traveling

Elsie Goodwin
Elsie, with over 13 years of experience at the agency, embarked on her nonprofit journey in 2002 with the original Baltimore HealthCare Access era. After a successful eight-year career as a Defense Contractor for elite companies like Raytheon and Booz Allen, she rejoined BHCA in 2016 as Operations Manager, driven by a passion for community outreach. Rising through the ranks, Elsie’s servant leadership style and dedication led to promotions as Director of Operations (2017), Vice President of Operations (2020), and Vice President of Operations and Information Technology (2021). As the current Chief Operating Officer (2024), she oversees day-to-day operations, managing a dynamic workforce supporting health and human services programs in Maryland.
Armed with a business administration degree and diverse professional experience, Elsie brings a unique blend of academic and practical expertise to her role. Her strategic contributions align with HealthCare Access Maryland’s mission to enhance Maryland’s health by connecting residents to care and insurance, promoting healthier living, and advocating for an equitable healthcare system. Beyond her professional achievements, Elsie, born on Maryland’s Eastern Shore, is a proud mother and enjoys cooking, crime mystery TV, and quality time with family and friends.
Fun Fact: Elsie’s dream job would be traveling the world as a food critic.

Kimberly A. Lyles, RN
Kimberly is the Senior Director of Population Health and the Director of the Care Coordination Program at HealthCare Access Maryland. Kimberly is a graduate of Morgan State University and the University of Maryland holding degrees in Health Education and Nursing.
A Registered Nurse and Public Health Professional with 20 years’ experience in community outreach and client advocacy, leadership and nursing, Kimberly utilizes her certification in case management and continuous quality improvement to build productive multi-disciplinary teams to address the complex medical and social needs of Baltimore City residents.
Fun Fact: She doesn’t like cake on her birthday. She always goes out for Champagne and BBQ.

Caitlin Mulrine
Caitlin Mulrine joined HCAM in September 2020 as the Director of Development and Major Giving. She brings ten years of experience in fund development, partnership-building, and marketing to the position. In her role, she is responsible for expanding HCAM’s capacity to serve the community by connecting people, foundations, and businesses to the organization’s mission. Prior to joining HCAM, Caitlin served as the Deputy Director of NAMI Metropolitan Baltimore. She is a graduate of Denison University, and in 2018, she was recognized among the Daily Record’s Leading Women in Maryland.
Fun Fact: Caitlin loves spending time at Camden Yards, and dreams of the Orioles playing October baseball again.

Julie O’Toole
Julie O’Toole has joined HCAM as CFO bringing more than 35 years of finance and operations experience to the team. Prior to joining HCAM, Julie served as Director of Finance for Chimes DC, a local non-profit serving individuals with disabilities.
Earlier in her career, Julie served as Vice President of Business Operations for Northstar Group, LLC, a professional services group offering program management and cyber security to the government, commercial and non-profit sectors; held the role of Vice President of Commercial Real Estate Administration for PNC Bank, NA managing a $3.3 Billion loan portfolio; and was an Assistant Vice President of Commercial Loan Administration at Mercantile Safe-Deposit & Trust Company.
She holds a bachelor’s degree in Business Administration from University of Maryland (UMUC) and has served on the Loyola Blakefield Mothers’ Club Board, St. James Academy Patrons Association and Johns Hopkins University Parents Volunteer Council.
Fun Fact: Julie lives on a horse farm in northern Baltimore County and enjoys gardening, cooking, and swimming.

Joseph Poindexter
Joseph Poindexter has worked at HealthCare Access Maryland since 2010. At HCAM, Joseph has been a Mail Clerk, Medicaid Eligibility Specialist, Certified Navigator, Certified Navigator Team Leader, and Deputy Director of the Connector Program. He currently serves as the Director of the Connector Program. In his free time, Joseph likes to read, travel, and watch sports. He has also been known to sing karaoke.
Fun Fact: Joseph has been an avid basketball fan his entire life, and a fan of the Miami Heat since 1995. He hopes to meet two of his childhood heroes, Charles Barkley, and Pat Riley.

Vanessa Daniel
Vanessa Daniel has been with HCAM since inception (1997). As an Eligibility Specialist, she has enrolled many consumers into Maryland Medicaid. As the Program Director, she is responsible for the operations of the Eligibility Department and ensures compliance measures of the Maryland Children Health Program. Vanessa is knowledgeable of policies and procedures as related to the Affordable Care Act. She collaborates with various State and Federal partners, with efforts to enroll the uninsured. In 2019, she was recognized by her peers and coworkers for HCAM’s Core Service Award for Outstanding Collaboration. She is a dedicated and hard worker who enjoys music, bowling, and reading.
Fun Fact: If Vanessa ever hits the lottery for big money, she’d say, ‘don’t call me, I’ll call you.”

Originally from Southern Maryland, Tamika moved to Baltimore in 2009 to complete her service experience with AmeriCorps. Tamika began her career in Human Services after studying Administration of Justice. With nearly 15 years of nonprofit experience, Tamika has worked in direct service to clients, program management, and Human Resources. Tamika has worked with varying populations including youth involved in the Juvenile Justice system, adults with mental health diagnosis, individuals experiencing homelessness, and individuals with chronic medical challenges. While Tamika has a wide range of experience in the nonprofit sector, her passions are race, equity and inclusion, performance management, and professional development. Tamika loves to travel both domestically and internationally, but road trips are her favorite.
Fun Fact: She’s been a custom cake artist for ten years and has participated in a baking competition.

Vanessa Garrett is a seasoned professional with a background deeply rooted in the healthcare sector, specializing in compliance. Raised in Baltimore, Maryland, Vanessa has a strong connection to her hometown and a passionate commitment to serving its community. With a decade of experience in the healthcare industry, Vanessa has become well-versed in the intricacies of compliance, ensuring that organizations adhere to regulatory standards and ethical practices.
In addition to her corporate endeavors, Vanessa is also an entrepreneur, showcasing her innovative spirit and business acumen. She has dedicated herself to giving back to her beloved city of Baltimore by actively participating in various boards and volunteering with nonprofits. Outside of her professional and philanthropic pursuits, Vanessa loves traveling with her daughter. This shared experience allows them to explore new cultures, broaden their horizons, and create lasting memories together.

Kenya Johnson, MPA
Kenya Johnson joined HCAM in 2013 as the MATCH (Making All The Children Healthy) Program Operations Manager. In this role, she managed the administrative needs of the program, including the New Entrant and Medical Assistance teams. In addition to oversight of the operational needs of MATCH, she also functioned as the liaison between Baltimore City Department of Social Services’ operations and MATCH.
In July 2020, Kenya was promoted to MATCH Senior Program Manager of Operations and Performance. In this role, her responsibilities were expanded to include the management of program data and performance. In July 2021, Kenya was asked by HCAM senior leadership to help support the database management for the entire organization and became the HCAM Compliance Co-Chair. In July 2022, she was promoted to become the first Director of Data Quality for HCAM.
Kenya is a Maryland native, with roots embedded in Annapolis. She has a bachelor’s degree in Business Administration, a master’s in Public Administration and is currently working toward a master’s degree in Data Science from Eastern University.
Fun Fact: Kenya enjoys playing computer games and spending quality time with her three children.

Valbona Kola
Valbona Kola joined HCAM in April 2022 as a Senior Human Resources Generalist. With a distinguished career in Human Resources, she is responsible for human resources activities and plays an important role in working with employees to maintain a stable, engaged, and productive workforce.
Valbona has prior human resources experience in several positions in the non-profit sector and federal contractors, and has been responsible for over 500 employees.
She earned her Bachelor’s degree in History with a minor in Archaeology from the University of Tirana. In addition, she has her Masters in Archaeology. Recently she earned a certificate for Human Resources Management and Analytics from Wharton Business School of the University of Pennsylvania. In the past, Valbona has participated in several prestigious international conferences within and outside the United States that helped her grow professionally and personally.
Fun Fact: Valbona loves to travel, paint, and spend time with her family. She is sociable and enjoys being around people and helping them.

Joshua Morris
Joshua Morris joined HCAM in 2015 as a Certified Navigator in the Connector Program. In this role, he assisted uninsured and underinsured Marylanders in securing coverage through the state’s health insurance marketplace – Maryland Health Connection. By 2017, Joshua was promoted and supervised the program’s efforts in the Baltimore City jurisdiction as a Certified Navigator Team Lead. In addition to his regular job duties, Joshua supported many efforts which include serving as the Chair of HCAM’s Diversity and Inclusion Committee and participating as a member of the Maryland Health Benefit Exchange’s Individual Subsidy Workgroup and Health Equity Workgroup. As of November 2021, he is HCAM’s first Director of Training, Equity, and Inclusion.
Originally from the West Coast, Joshua earned his bachelor’s degree in Psychology with a minor in Gender Studies from the University of Southern California. His passion for building bridges between diverse communities through allyship, his dedication to helping others, and his understanding that education must continue to evolve will be great assets towards achieving HCAM’s vision for training, diversity, equity, and inclusion.
Fun Fact: In his downtime, Josh enjoys playing video games and watching scary movies with his husband.

Janelle Olaibi, MSW, LCSW-C
Janelle K. Olaibi is a Licensed Certified Clinical Social Worker that has worked in the public and private sector providing Clinical Social Work services in Maryland for over 20 years. She has worked with children, families, and new public health professionals as an agent of support and guidance. Janelle has experience in specialty areas of child welfare, maternal and child health assessment, program management, professional development, and strategic implementation of care coordination services in the non-profit sector. Her professional experience has made her an invaluable member of the Baltimore City Child Fatality Review Board for over eight years.
Fun Fact: She enjoys international travel and participating in philanthropic work that benefits the residents of Baltimore City.
