Traci Kodeck, MPH
Traci Kodeck has been with HCAM since 2000, originally serving as an Ombudsman/Perinatal Liaison helping pregnant and postpartum women navigate the complex Medicaid system. Traci came on board as interim CEO in December 2015 and was unanimously appointed by the Board of Directors after a national search. Over the past 20 years, she served as Director of Maternal and Child Health Programs and then Chief of Program Operations before being promoted to Vice President of Programs in January 2011. Traci served for two years in the United States Peace Corps in the Eastern Caribbean as a community development worker, educating parents and teachers in a local pre-school. She earned her bachelor’s degree in Community and Family Studies from the University of Delaware. She completed her Master’s in Public Health at the University of Arizona in Tucson, AZ, where she focused on Health Education/Promotion with a concentration in Maternal and Child Health. In 2018, Traci received the University of Arizona Alumna of the year award from the School of Public Health and in 2019 was named one of The Daily Record’s Top 100 Women. Traci is a Towson resident and lives with her young daughter and partner, Dr. Rob Atlas

Lynell Medley

Lynell Medley
Lynell Medley has been with HCAM since its inception in 1997. She initially served as a Nurse Ombudsman, assisting clients with complex care needs as they navigated the Medicaid system. In the intervening 23 years, Lynell has served as Co-Director of the Consumer Ombudsman and Assistance Program, and Director of Care Coordination, one of HCAM’s legacy programs. Since 2016, in her position as Vice President of Programs, she is responsible for oversight of HCAM’s Insurance and Population Health programs. Lynell is originally from Kingston, New York and she received her Bachelor’s of Science in Nursing from Russell Sage College in Troy, New York. In her free time, she loves to travel to quaint towns, supporting local artisans, and small businesses.
Fun Fact: She thinks moose are the coolest animals on the planet and looks forward to seeing one in real life someday!

Bret Minarik

Bret Minarik
Bret Minarik oversees the finance and information technology services at HealthCare Access Maryland. He brings extensive senior leadership experience in healthcare financial management. Before joining HCAM, Bret worked as the Director of Financial Planning and CFO for Chase Brexton Health Services where he led the billing, general accounting, budgeting, accounts payable, grants management and investments for a safety net provider in the Greater Baltimore Metropolitan area. He also worked as the Controller for Maryland Physicians Care (Medicaid MCO) and Director of Financial Reporting for APS Health Care (a managed behavioral health plan). Bret is a CPA and earned his bachelor’s degree from the University of Maryland Baltimore County.
Fun Fact: In his spare time, Bret enjoys outside activities such as walking his dogs, kayaking, and biking.

Elsie Goodwin
Elsie’s tenure with the agency surpasses 11+ cumulative years dating back to the earlier Baltimore HealthCare Access years, prior to the agency rebranding to HealthCare Access Maryland in 2011. As the Vice President of Operations, Elsie provides oversight and manages the day-to-day operations for HCAM’s multi-region footprint across the state of Maryland in direct support of 200+ employees which includes establishing strategic goals, risk management, organizational project management, employee training / employee morale initiatives, procurement management, and organizational policies / procedures. As the VP of Operations, Elsie truly enjoys helping others achieve their goals. She also loves cooking, traveling, and spending time with family.
Fun Fact: Elsie’s dream job would be traveling the world as a food critic.

Lisa Schaefer, PHR, SHRM-CP
Lisa Schaefer joined HCAM in February 2020 as the Human Resources Manager, leading the HR function for the organization. Lisa is a certified HR professional (PHR and SHRM-CP) with more than 15 years of experience in Human Resources, including notable experience in the areas of HR technology, employee relations, recruitment, federal and state compliance, and employee benefits.
Fun Fact: When she’s not working, Lisa enjoys scrapbooking and spending time with her husband and 3 children.

Vanessa Daniel
Vanessa Daniel has been with HCAM since inception (1997). As an Eligibility Specialist, she has enrolled many consumers into Maryland Medicaid. As the Program Director, she is responsible for the operations of the Eligibility Department and ensures compliance measures of the Maryland Children Health Program. Vanessa is knowledgeable of policies and procedures as related to the Affordable Care Act. She collaborates with various State and Federal partners, with efforts to enroll the uninsured. In 2019, she was recognized by her peers and coworkers for HCAM’s Core Service Award for Outstanding Collaboration. She is a dedicated and hard worker who enjoys music, bowling, and reading.
Fun Fact: If Vanessa ever hits the lottery for big money, she’d say, ‘don’t call me, I’ll call you.”

Kimberly Floyd MSN, RN, CCM
While Kim has a background in critical care nursing, she has also spent more than 30 years working in various areas of Public Health advocating and caring for vulnerable populations. When not working with HCAM, she teaches Community Health to nursing students at Stevenson University. Kim is a native of Philadelphia, has been married for 31 years, and has 3 adult sons.
Fun Fact: Her favorite guilty pleasure is dark chocolate covered pretzels!

Dudley Greer is a Licensed Clinical Social Worker and is the Director of Training and Leadership Development. Previously he was the Director of Behavioral Health Outreach Programs. He is also a psychotherapist and specializes in co-occurring disorders.
Fun Fact: Dudley has a passion for genealogy research and so he spends a lot of time wandering around cemeteries and talking to dead people.

Kenya Jenkins, MA
Kenya has been with HealthCare Access Maryland since July 2019 serving as the Supervisor of Rapid Rehousing. In January 2020, she was promoted to Program Manager of Homeless Services, working in collaboration with the Mayor’s Office of Homeless Services. Kenya is currently serving as Director of Community Health Worker Care Coordination with the Baltimore Health Corps. Kenya has over 20 years’ experience working in Human Services for the State and local Government. She is originally from New Jersey and received a Master’s Degree in Human Services/Project Management from Lincoln University in Pennsylvania. Kenya is the proud parent of son, Christian, who attends Elon University.
Fun Fact: Kenya loves to spend time with her family, bake, and attend her son’s college basketball games.

Kimberly A. Lyles, RN
Kimberly is the Senior Director of Population Health and the Director of the Care Coordination Program at HealthCare Access Maryland. Kimberly is a graduate of Morgan State University and the University of Maryland holding degrees in Health Education and Nursing.
A Registered Nurse and Public Health Professional with 20 years’ experience in community outreach and client advocacy, leadership and nursing, Kimberly utilizes her certification in case management and continuous quality improvement to build productive multi-disciplinary teams to address the complex medical and social needs of Baltimore City residents.
Fun Fact: She doesn’t like cake on her birthday. She always goes out for Champagne and BBQ.

Caitlin Mulrine
Caitlin Mulrine joined HCAM in September 2020 as the Director of Development and Major Giving. She brings seven years of experience in fund development, partnership-building, and marketing. In her role, she is responsible for expanding HCAM’s capacity to serve the community by connecting people, foundations, and businesses to the organization’s mission. Prior to joining HCAM, Caitlin served as the Deputy Director of NAMI Metropolitan Baltimore. She is a graduate of Denison University, and in 2018, she was recognized among the Daily Record’s Leading Women in Maryland.
Fun Fact: A big baseball fan, Caitlin loves spending time at Camden Yards, and dreams of the Orioles playing October baseball again during the off-season.

Ellen Rappaport, MPH
Ms. Rappaport is action oriented with strong ability to apply strategic thinking, management of personnel, and to communicate effectively with public health, executive, and business audiences. Ms. Rappaport joined HCAM in 2018 as Program Manager for the Accountable Health Communities. Ms. Rappaport was promoted to Director of Population Health in 2019 and was charged with expanding the department. Soon after, The Complex Care and Social Needs Department was created which incorporates the expansion of several programs and in 2020 Ms. Rappaport assumed the responsibility as Director of this newly formed department. Ms. Rappaport earned her Master of Public Health Degree from Boston University.
Fun Fact: “Cat Lady” in true fashion…with 5 boy rescues and one other fun fact…two of the rescues are actually related-Uncle and nephew!

Jeananne Sciabarra
Jeananne Sciabarra is the Director of the Connector Program, overseeing a team of 48 navigators throughout Baltimore City and Anne Arundel, Baltimore, Howard, Carroll and Frederick counties. Prior to joining HCAM, she served as the executive director of Consumer Health First, a state-based policy and advocacy nonprofit.
Fun Fact: In 2017, she appeared on WAMU’s The Kojo NNamdi Show to talk about the ongoing ACA repeal efforts.

Jordan Sosanya
Originally from Upstate New York, Jordan moved to Baltimore in 2011 after college in order to jumpstart her career in the nonprofit world. With two years of service experience with AmeriCorps in Baltimore City, Jordan has worked in the nonprofit sector for nearly ten years, working with individuals with Intellectual and Developmental Disabilities (IDD) and Baltimore City youth in many different capacities. Jordan has knowledgeable experience in a wide range of areas, but her passion revolves around development and fundraising, communications, and events. Jordan loves spending time with her daughter and husband, and truly believes the ocean is healing for the soul!
Fun Fact: Baking and binging Netflix shows are her stress relievers.
